Ford 4000 lift arms notworking

I acquired an old 4000 a couple of months age. When I got it the lift arms would lift but they would leak down. I took the top plate off and changed all of the O-rings on the cylinder that works the lift arms. Now the lift arms wont do anything. I know that the hyd pump is working because when I took the top plate back off there was a small amount of oil in the cylinder. I have also cleaned the pressure relief valve. If anyone has ever had this problem and got it fixed please let me know what you did.

Bleed the air out of the pump.

Remove the front plug from the pump Run the engine at slow idle till all air bubbles are out of oil coming out the bleeder hole.

Replace the plug quickly after shutting down.

What model 4000? Does it have an engine mounted pump? If so, what zane is saying is relevant and you can try bleeding through the pipe plug on the top of the pump. However, if it's a 65' or later model with an 8 speed then there's nothing to bleed. IN either case the problem is most likely a stuck unload valve or blown o-ring under the lift cover...
