wheel wobble

What would cause my left steering arm to wobble it does it at any speed but really bad in road gear you almost have to stand on the arm on the box so it doesn't wobble bad it was loose but I put a washer in there and tightened everything up and the wheel is loose on the hub enjoy ideas? Its a 51 8n
 
Bent rim, worn out tie rods, loose wheel bearings, badly worn spindle bushings, toe in not set correctly. I'm sure others can think of more reasons.

If the wheel bearings are bad wouldn't the the wheel be loose
