HYD 4000 3 CYL

I have noticed my 3 point hitch is very slow, sometimes doesn't respond, if I am going uphill, down hill or level is OK. I am presuming the oil level is low. Could it be anything else?

I have located a pair of lower hitch arms. Guy measures them 1 1/2 longer than I do. I am wondering if he is measuring overall length instead of center to center? They are off a 7000, are they the same as my 4000?

The first thing I would do is check the oil level. It's cheap, easy, and fast. If that isn't the problem, then we go on to other possibilities.
