Hooked my rototiller up to my 3600 today and the pto would not disengage with the clutch, had to shut engine off, then put the pto in and restart engine, pto then turns all the time its in, went ahead and used it that way, clutch always had worked fine before [stoping the pto], havent used it sence last year but seemed to quit working suddenly, paddel seems the same and gears shifts good, anyone know where I should start looking? Thanks

guessing clutch disc is frozen to flywheel.

Havent had it apart, but I'm guessing the 2 stage clutch has 2 clutch disc, one for shifting and one for pto? any easy way of breaking it loose?
