Ford 3000 power steering

What should be replaced on ford 3000 power steering?
Issue. Fluid is sprayed out steering wheel and on to driver

Work done.
1. Replaced seal on steering shaft
2. Removed filter
3. Checked each line for blockage
4. Checked pump for blockage. ( at ports / not inside)
5. Checked ports in steering column for blockage

With tank cover off
Observed that the pump is sucking fluid from remote tank and returning through column tube.
The return from pump to tank - no flow ever

Steering/moving tires VERY hard
 

If spraying out top... bad seal... worn shaft... but why is no fluid returning though the return line.....


That says.... bearings have collapsed? allowing it to drop and/or return passages are blocked,, or crap has plugged return passages...

either way if return is not allowing fluid to return, you will keep blowing seals......

also are thrust bearings on spindles collapsed or bad? Does steering bind in some way that is causing the box to fail early and put unusual pressure on top and bottom bearings in the box?

I would say if you have return from the pump to reservoir and not from the column to the reservoir you have blockage in the control valve in the column and it's popping off the pressure relief valve in the pump and bypassing the column.
Pump could be shot too. Was it working before the leak?
As easy as it is to disassemble the hyd valve in the column and clean and inspect everything that would be my next step.
I have seen a couple of them that were full of rust and crud so the plungers were stuck and wouldn't operate properly.
Replace the lower seal while you are in there too. Mark the lines to the cylinders so you can get them back correctly.
Replace the filter in the reservoir.
Lot of guys have trouble getting all the plungers, balls and springs back into the hyd block correctly so if you have trouble with that just holler.
 
Talked with owner and steering was working. He said it was low fluid and used auto power steering. Or what ever he had in barn. Could be any thing.
Poor elderly man may have messed up.
