Ford 3500 industrial power steering line

My father in law has a 69 ford 3500 Industrial tractor with the three cylinder Diesel engine and 4 speed transmission.

The power steering pump is using fluid. After filling it, it will run out in about 20 min or so. We cleaned everything up and checked for a leak but there is not one visible. I assume that it's leaking into the timing cover. Is this possible?

If that's the case, can we just replace a seal or is a new pump the only way to go? When there's fluid in it, the pump works just fine.

Yes, it is common for those pumps to leak into the engine.
Watch your dip stick to see if the engine is making oil.
I assume you have the new style pump with integral reservoir? They changed from the smaller pump with seperate reservoir under the left hood about that era.
Either way, seals are availavle for either/both style pumps.
They sell the kit for the integral pump here at YT.
You do not need to disassemble the whole pump. Just dig the old seals out from the front and replace them.
Put both seals in the same way - springs toward the oil.
I would put a new filter in the reservoir too as it probably hasn't been done in a while.
You are not looking at a difficult job.

This tractor has the resivour separate from the pump. We took the pump off and pulled it apart. All seals looked good so we put it back together. The previous owner told us he was using power steering fluid in the pump so that's what we had been using. After researching, we found out that the pump uses the same 134D spec utf so we filled it back up.

All seems well now but we plan on putting a seal kit in it anyway just for good measure.
