Had a leaking seal that I replaced on my tw's steering assembly. I didn't mess with the shaft end at all. I took off the eight bolts on the endcap, carefully removed it, removed the seal retainer, and then replaced the seal. I took very good care in not moving the rest of the internals. I reassembled the end cap and torqued to specs. When I turn on the shaft on the other end, it rotates a few degrees and goes back to a neutral position and does the same going the other way. Is that normal or is it supposed to rotate more than that? It seemed like it rotated more and held position when I was taking it out. I have a repair manual but it rather vague about it.
 
Sounds normal. There is a torsion bar inside the input shaft that will give you the feeling you describe. Just make sure you can spin the input shaft without excessive binding.
 
Thanks for the reply, Bern. It doesn't seem to bind, I just thought maybe it should turn farther. Makes sense though with the torsion bar.
