The throttle was frozen at the tension adjuster. I got that fixed but noticed that the throttle rod crashes into the choke rod. Is there a picture somewhere that shows the correct routing of the two. I'm thinking that maybe a po got it put together wrong.

Your choke rod should have about an 1 1/2" metal guide that hooks to the top inside starter bolt, this would hold your choke rod down so the throttle linkage doesn't hit it.
 
Thanks all. The guide hole that is supposed to go to the starter bolt has the throttle rod running through it! Missed it in the pics.

The other thing I see after looking at parts breakdowns is the orientation of the link at the tensioner looks wrong. I'm thinking if I loosen the clamp bolt on the end of the actuating arm, then reset the link to where it is in the parts pictures that will help too.

Should be getting the starter back today - hopefully it'll fire up.

here is a photo,On one the starter bolts there is a metal bracket (EZ to make one if you don't have it) that the
chock rod runs thru. By moving and tightening the bolt you can move it clear of the throttle rod.

Kirk's photo shows what I was talking about, its easy to forget that lil bracket when you remove/reinstall the starter, I think I forget it just about every time...

I usually find it slid up by the carb.
 
Thanks. The bracket is there but the po has the choke rod going through the small hole alright but then the throttle rod is going through the large hole so it's just linking both rods together. I have the starter off so I'm hoping I remember to put it back together right. :)
