961 Throttle Adjustment Question

Acquired a 961 wide front last year for mowing and it runs great and mows great. However, I'm suspecting that the throttle/carb/governor is out of adjustment somehow.

Symptom: Limited amount of travel in the throttle adjustment lever. (about 20% of full travel when compared with linkage disconnected from the carb) Also while mowing, I'm constantly needing to adjust the throttle to maintain engine rpm for the PTO. If going up hill I'll need to open the throttle and close it back down when back on flat ground or the engine will over-rev.

I've followed the governor adjustment procedures from the service manual:
- Remove linkage from carb and move throttle lever to full throttle position (check)
- If throttle linkage won't connect in the full throttle position adjust as needed. The rod was adjusted until it bottomed out on the adjusting nut, but could have used a couple more threads to get it perfect. Hopefully, that's close enough. (check?)
- Set engine idle to 450-475 (actually set at 500, as of now)
- Governor rod should be contacting the end of the linkage with "minimal" spring tension (check, governor rod is bottomed out on linkage with zero spring tension)
- Set throttle stop bracket to 2400 rpm (check)
- Throttle doesn't creep (check)

Thoughts on what might be the problem?

Another question I'll tag on to this, is the tie rods on this old thing have a little bit of play in them. Not too bad, but enough that I'd like to start hunting something down. Based on trolling through the archives finding a direct replacement is impossible. A cut and weld wouldn't bother me, but I'm wondering if anyone has a junk one laying around that could be used to help find something with the right pin. This would allow some time for a scavenger hunt without having to leave the front end disassembled.
