Ford 860 Throttle question

I've got a Ford 860 and when I'm doing work like mowing the throttle doesn't seem to want to stay so I'm operating at the 540 rpm mark, it feels like a spring is moving the throttle and slowing me down.

At a standstill I can move the throttle to the operating RPM zone, but when mowing or discing or plowing, I have to keep a hand on the throttle to keep the proper speed.

Anybody have ideas on what's wrong?
 
I'd tighten the bellcrank friction disc a LITTLE, that oughta help. It's down under by the battery tray...your throttle lever is hooked to it.

There is a governor that spring that hooks to throttle linkage at friction disc linkage. Just bought one but haven't figured out where other end hooks.
