3000 Govenor surging

Have a early 3000 gasoline with the Govenor spring on the front of the timmng cover. The Govenor is surging under a load. What needs to be
done to fix this??
 
It may not be the governor but the economizer valve in the Holley carburator which is not working. Those Holleys are not well respected here.
You might try disconnecting the rod to the throttle butterfly and see how it runs without the governor connected. Gun the engine to see if it hesitates or stumbles.
I had an early 3 cyl 4000 that was surging even with a new Zenith carb on it. Governor is identical to yours.
I took it apart and found that the shaft on part #15 (Ford calls it a race) was not sliding in and out of the bore of #6 as it should. The shaft should slide easily and the race should pull completely out of the governor with two fingers. Mine was sticking and stiff.
What I found was a coating of old, thick oil on the shaft that had turned to a waxy like glue.
The shaft would not slide freely and this prevented the governor from operating correctly. I took a small rag dipped in lacquer thinner on a screwdriver and washed all of the wax out of the bore. I also cleaned the shaft. When I lubed and reassembled it the governor worked as it should.
