Ford 4600 sudiesel runs poorly

I am helping work on a mid 70s Ford 4600 diesel that runs very poorly. It is hard starting, when it does start, it smokes bad, clouds of raw diesel smoke, runs rough and never really clears up, even when warm, really obnoxious to drive or be around.
On the other hand it appears to have good compression, very little to no blow by, and uses no oil, anyone work on one of these or have any ideas?

Sounds like pump and injectors need to be checked out. Had a similar problem w/my 9600 years ago. Wouldn't start and had no power. Pump and injector rebuild brought it back to life.
 
Do make sure the air filter is not plugged and make sure it is
dumping return fuel back to the tank too.
 

pin hole block will do that as well... obnoxious and burn the crap out of the eyes... lots of white smoke, not black...
 
I ordered a set of injectors, I hate to just start replacing parts to try and fix a problem, but in this case by the time I got done with fooling around with getting them tested etc. I might as well just try a set of new ones. Will check out the other suggestions as well and report back after installing the injectors.
