heavy smoke rough running

1960 801 diesel. So far, injectors rebuilt, injector pump rebuilt, re-ringed and head job with new valves, guides, and springs. All external fuel leaks resolved.
Problem: Set flywheel at 18 degrees but the pump marks will not line up. Not enough room in base slots. When pump marks are lined, the most I can get is 4 degrees BTDC. Heavy grayish to bluish smoke which lightens up with more rpms and really rough running. I need help.
 
After more work and no change, I think the shaft that drives the injector pump needs to be moved 1 gear tooth to give room to adjust to 18 degrees(or 23) BTDC. How can I move this shaft? It is a Stanadyne "CC" pump.
 
Not completely familiar with those engines, neighbor has one, but I've never worked on it. I know the injection pump is driven off the cam, but I don't know if it has its own gear or drives off the back of the oil pump.

If it's part of the oil pump you'll have to drop the pan and the pump to move a tooth. If it's a drop in gear you should be able to pull it out and drop it back in where you need it.

A book would be helpful if you have one.
 
Thanks MikeJM. I'm gonna try to pull it out and drop back 1 tooth over. If that don't work, I'll drop the pan and fix it from there. I don't know what else it could be other than wear and that would be an awful lot of wear for only 1600 hours showing.

ne tooth is going to be around 60 crankshaft degrees. Now, I am not intimately familiar with that engine, but seriously doubt it would run at all if 60 degrees off.
 
Can the injector pump "timing" be moved? At the current position, I can only get to 4 degrees BTDC. No more adjustment room in the base slots. It runs but very rough. I need to get to at least 18 degrees BTDC. This is the last thing it needs and I can move on to the cosmetics. Thanks to you all.
