850 Will not turn over

My 1957 Ford 850 will not turn over. I have a new Battery and Solenoid. It is in Neutral. Last time it started was when it was over 45 here in Michigan (about 2 months ago). It ran and started fine. I have been working on this for 2 months. Now that the snow is getting deep I would like to plow my driveway. Also the only thing I did not replace was the voltage regulator, what does it do? Would it have anything with not turning over? The starter is fine also.
 
Is it clicking or anything?

Correct solenoid?

Engine loose and not hydro or otherwise locked?

Cables and ground connections good and clean?
 
The starter is less than a year old, but could still be bad. I pulled out the starter and it turned over just fine. Maybe I should get it tested. Also when I got my new solenoid it had 4 lugs on it in instead of the 3 it used to have. The auto parts guy said not to use l of the small lugs. The tractor is still a 6 volt.
 
Sounds like the wrong solenoid. The ford solenoids for tractor ground the solenoid to work and a car type you put power on the small stud to make it work so your likely to have a car type solenoid which will not work on a tractor. One way to be sure it use a heavy wire and jumper across the 2 big studs on the solenoid and it it spins over then you know you have the wrong solenoid. By the way you can start the tractor by doing that also just be 100% sure it is out of gear when you do that jumper trick
 
I'd be looking that 4 post solenoid over.

Remove its connection to starter.

Use gator clips. And apply power to either small post. If it clicks, it is incorrect. If no clicks, ground one small term and hit the other with power. If it clicks you can use it. Key hot to one, thumb switch to other.
