Ford 4000 Power Steering Cylinder Rebuild

I've got a Ford 4000 3 cylinder gas tractor from the late sixties. The power steering cylinder has been leaking so I ordered a seal kit for it. I took it apart today but I see no way to get to the inner seal without cutting the cylinder apart and welding it back. The seal kit didn't come with the inner seal but I think the inner seal is leaking. Just wondering if someone could offer some suggestions. Thanks!
 
Just to clarify things here, is your 4000 an SU model - with the front axle and steering like a 3000? Radius rods, dual tie rods and dual cylinders?
If so then you are correct that there is no way to rebuild the cylinders short of cutting them apart and rewelding them.
If your 4000 is a late 60s all purpose model with one steering cylinder on the left side then you are incorrect. They are easily rebuildable.

Yes and no. The pistons on those cylinders are not accessible without cutting the cylinder apart, however the rod seals can be replaced, and they are the major failure point with those. In fact, I don't think I've ever seen a piston failure on one of those cylinders.
 
External leaks can usually be stopped by replacing the shaft seal. CNH sells a kit for this purpose.

Why do you think that the piston seal is leaking?

Usually, weak PS is the result of wear in the aluminum pump housing resulting from neglect of the PS oil and filter.

Thanks guys, This tractor only has one cylinder 7/8 inch diameter. I just put new seals in the cylinder about a year ago and my neighbor got it stuck in a ditch and had the front axle bound up and it started leaking again. I will put the new seals in the end that I can get to and if that doesn't fix it I will report back. Thanks for your help!
