need a quick check for adjustments

im adjusting the linkage for the governor on the jubilee again, the issue is a very narrow movement of the hand throttle produces a very large difference in rpm, i remember one on here walked me thru this several years ago but i cant find the post in-the archives, i remember, i think, that its 'with the carb idling with the hand lever adjust the governor linkage so it just has the slack taken out, but i wanted to check before i did that its out of adjustment due to a different carb having been once used on it, never got that one to run right so i went back to the original carb which now with help on here runs just fine, just want slower changes in rpm like it used to have

Remove the throttle linkage from the bell crank under the battery. Hold the governor arm back to it's back travel limit, now with the carburetor at maximum speed,adjust the governor to carburetor linkage to a "just fit" setting. Hook back up the throttle linkage and push the throttle lever to idle position and adjust the throttle linkage to "just fit" with the carburetor setting at minimum idle.
