5000 PTO Problem

I have a 1973 5000 with Dual Power and independent 2 speed PTO. Problem is, the PTO will not disengage. I have replaced the PTO clutch and brake band. The operating lever has o effect on PTO. I cleaned the valve and replaced the oil.
Where do I look next? When tractor engine is off, the PTO shaft cant be turned unless I use a pipe wrench.
 
Does it drive a load in the disengaged position, or simply not stop the shaft?

If it drives a load, I'm guessing warped or seized clutch plates. If the shaft won't stop, a worn or misadjusted brake band.

I've never seen an issue with the control valve on those PTOs. Is the handle engaged with the valve spool?
 

Since you say that it has a new clutch pack it appears that it would have to be in the control valve. Will it drive a load when shut off?
 
Haven't put a load on it yet. I replaced the PTO clutch and brake band as per the shop manual instructions. It had the same problem before I took it apart. I also took the valve apart and made sure it was clean.
 
If this tractor has done a lot of pto work, then the shaft the clutch pack is driven by could have grooves embeded into it by the old clutch pack. This could stop the plates sliding freely on the drive shaft when the pto is deactivated and act as if still engaged. Hope this info helps.
