1964 Ford 4000 Injector Pump Questions!

An inlaw has a 1964 or 1965 Ford 4000 4 cylinder diesel tractor that was running 4 years ago.
He brought it home and can not get it to start.
He is only getting a dribble of fuel from each injector line from the injector pump when he bleeds the lines.
The injector pump is a Stanadyne with the following information.

Model # : DDGVCC 429-8AJ
Serial # : 221559
MFG # : 62648 CONN-(a-543J

You guys and girls here at YT forums helped me bring a Ford 9N back to life and since I am not a diesel mechanic I am hoping that you can impart some more information on me and my inlaw to get his tractor running again.
He said the tractor was running and that the injector pump had been rebuilt 6 months before the tractor sat for 4 years.
This tractor is important to him because he is the fourth generation in his family to own it. It was bought brand new by his great grand father, that is why it is important to him.
We tried towing it around his pasture at about 15 MPH in fourth gear but could not get it to start. I think something is stuck or gummed up in the injector pump.
I know this is a long post and would appreciate any info you could give as to our plan of attack to get this Ford 4000 running again.

If pulling it didn't get it started pump probably has the metering valve, delivery valve and/or the plungers stuck from setting. I've seen pumps with stuck parts that have not run for only six months too, even less time if bio fuel is used.
 
So would a pump rebuild be in order?
Like I said I am not a diesel mechanic and only have a rudimentary knowledge of tractors in general, I am STOOPID!

Just a good cleaning, maybe a governor retainer ring and some seals.
 
I'm of the opinion that my inlaw buys a rebuild kit and we just replace all of the seals, etc that come with the kit.
My inlaw thinks it is way above our level of mechanic ability to disassenble, clean, and refurbish the pump.
I am trying to convince him to spend $50.00 or so dollars on a rebuild kit versus $500.00 plus dollars for an "expert" to rebuild it.
He is tight on money with a kid on the way in June but he thinks the Dark Art of injection pump rebuilding is above our pay grade, I disagree.
