3600 lights

Still trying to figure out my lighting question.
The instrument panel has two lights at the top on each side of the tach. I assume these are for general lighting of the instrument panel. Each light has one "white" wire and one "red/white" wire. The white wire goes to the ignition switch and the red/white goes to the light switch. Both of these wires are hot when the ignition is in the run position and the light switch is on.
Two hot wires don't make a light.
Anybody have any ideas?

Manual shows white (wire#10) goes to "key-starter switch to instrument panel voltage stabilizer"

Red/White (wire#16) goes to "Light switch to panel light connection"

does the red/white change from hot to ground when you pull the light switch? By my reckoning, it should. I haven't verified that in the manual yet though.

btw, I'm using # as "number" (as identified in the service manual pic on page 6) not the gauge size of the wire.
