1963 -4000 pto

just got a 4cly gas 1963 -4000 I know to clutch is bad but the pto lever wont move maybe just a little but wont go in gear running or not clutch rod has only 1 hole so I am thinking its not a dual clutch thanks cdv

What you say is correct for the earlier hundred and '01 series, but all of the 4 cylinder 4000's with 5 speeds had live PTO.

Sean is correct. All the prior *000s with 5spds had live PTO.

To the OP, none of the 4 spds prior to '65 could be had with live PTO. My first task would be to remove the round inspection cover (the one with the PTO lever) and have a look see. Then go from there.
 
I don't even think that the post '65 3 cylinder models with 4 speed transmissions could be had with live PTO.
 
If the clutch is bad it would seem to be a moot point whether or not the PTO works. Or do you maybe mean the clutch is stuck and won't disengage? In that case it will be difficult to engage the PTO even with the engine off.
