445C Diff lock lever conflicts with park brake

I have a 1989 445C with 8x8 power reversing trans and without a cab. The bracket and cable for the right side park brake runs just under the actuating lever for the diff lock, blocking the downward motion for the lever, preventing the diff lock from engaging. The diff lock pedal has full travel downward, but it just stretches the spring loaded rod.
Has anyone seen this issue on this age of Fords with the twin cable park brake assembly that pulls on the foot brakes to set the park brake?

I'm considering heating and reshaping the diff lock lever to provide adequate clearance to enable the diff lock to engage.
