The traction disconnect lever on a 4400 should be on the right side of the rear axle center housing, back near where your right heel is when you're sitting on the tractor. It is not a bolted down strap like on the pre-1965 models. It is a flat lever with a loop on the end. You may need to rock the rear wheels back and forth to get the lever to move. The end of the lever with the loop needs to move up to disengage the rear axle from the transmission output shaft.

Ditto what Sean said! The SOS transmission remains in Park until it has hydraulic pressure. That means the engine has to run to get it out of Park. It does not matter what position the shifter is in. if the engine is dead. Use the traction disconnect as Sean described and you should be able to roll the tractor freely.
