770A loader very sluggish

Hello,

I'm working on my neighbor's 1985, 1710 4x4 tractor with a 770A loader. When the tractor is first started the loader is very sluggish, almost doesn't move for about 15-30 minutes until the tractor warms up (much worse when the weather is cold). When the tractor finally warms up the bucket can barely lift a full load of dry dirt above the level of the hood. Just 2 years ago it would lift that same amount as high as the arms would go without a problem. All the hydraulic fluid (and filter) have been changed, and has always had regular maintenance done. Not sure what to check since there are no leaks. Are there any filters (other than the main filter), screens or valves that I need or can look at?
Also, how do I check the bucket lifting cylinders for proper operation?

I forgot to mention that the oil turns a milky white color soon after we change it. This happens every time.
