I went through the system - new seals in both the piston and actuator. Bought everything from CNH.
Was about $170.
The cylinder bore, piston and ring were fine.
I reused the ring - very little wear on it as it runs in oil all the time.
The project languished for most of the summer while I worked on the tin, paint and tires so I just got it back together about a month ago.
Still not right. Steers fine to the left but hesitates at first when turning right.
I am going to tighten it up a little bit. Pin # 50 in the first photo below is rather sloppy so I'm going to drill out the holes from 5/16" to 3/8" and install a new pin.
Also plan to tighten up the set screws #15 in the second photo but I have to heat the casting with a torch to loosen them as they're stuck.
Got to get back after that as I'm running out of weather.

Good to know, looks like an interesting project. I have a lot of work ahead of me, going through this tractor. I appreciate the help.
 
Going to dig in this weekend but was giving thought to the way this thing works. The set screws you indicate seem to limit the control arm travel. Seems like tightening would reduce PS for that direction. Am I looking at that correctly?
