My old tiller hits my tires (barely) when in the raised position (13.6x28's). Should I go for longer lift arms, maybe Pats quick hitch for a few extra inches? I like those arms that have adjustment with pin built in, can I get those for this tractor? What would you do?

I would get those little block extensions that enable you to just pick your implement up from under the pins.

MakoMan,
Sunbeam has a point. For some pieces of equipment, you have to shorten the top link to push the bottom away. Also for some things, sway bars were a necessity.
A corn planter was a good example. If you didn't set it right, the planter would swing and the runners would hit the tires. Sharp runners can cut tires quick.
My rear scoop comes up into my fenders if I don't watch it when it is reversed.
You could set a stop to limit the 3 point quadrant rise.
A hydraulic top link would help also.
