5600 Brake shaft seal replacement questons

I have oil seeping from the brake shaft that goes through the transmission. I have the Ford service manual and it references using a 954-C puller to remove the bushing and a Tool #818 to replace the bushing.

Before I take this apart or order parts, will the bushing replacement be necessary or will a simple seal replacement likely do the trick?

And are these special Ford tools or will a common bearing puller work?

Any special tricks?
 
Maybe a better question would be "How likely is it the bushings are worn to the point of making it necessary to replace them or is it more likely that the seals are just stiff and worn from age?"

This tractor is almost 40 years old. 4500 hours.
 

question is... is the shafts worn? bushings are cheap, order them anyway and you may not have to use them.
 
Thanks for the comment Bern. Seals are on the way.

By the time I fix all the leaks and seeping places it will be too cold to paint outdoors. But when I finish, this tractor will at least look better than it has for 25 or 30 years.
