4000 3 cyl very small fuel leak

I thought I had Broken my engines dependence on starting fluid by fixing numerous leaks and I was able to start it like 14 days in a row without it
Yesterday I had to use starting fluid.
I noticed a very small leak where the metal fuel line from the fuel tank shutoff valve to the fuel filter housing meets the shtutoff valve, do you think this could cause the need for starting fluid ?

?#2---how do you re-flare these lines? I had already tried to stop the leak by tightening and am hesitant to tighten it anymore for fear of stripping/breaking something.

Unless you are splitting hairs to keep it original, what I have done on several old diesels is put an electric fuel pump in line right where the fuel comes out of the tank. This will put 4-6 psi pressure on the entire line going to the pump. It will help it start better by keeping the system primed and also help find other leaks since now fuel will come out instead of air going in. These are cheap on flebay $15-20 shipped
 
Tracy, thanks , that's interesting, if said electric fuel pump were to quit or lose power would it stop the fuel flow?
