Ford 3600 Hydraulic quandrant

The draft control lever is stuck, well the lever isn't but whatever it is trying to twist won't budge. Since the position control and the draft control are on the same plane, is there a shaft inside a shaft thing going on there? The parts diagram doesn't seem to show that. Don't want to break anything pursuing this fix.

It must be a common problem as I had one that was froze up also.
It would require pulling the lift cover off so I never fixed it.
I have it on my tractor that works but in the 8 years I've owned it I've never used it so didn't think fixing the other one was worth it.
 
Yep, shaft in a shaft. Doesn't look like it but is. Had same problem with one that sat for 6 years. Took of lift cover and quadrant levers. Locked levers in a vise and with heat and liquid wrench and lots of twisting finally got them free. Did lift cover rebuild while i was there.

ad the exact problem with a Massey Ferguson used in feed lot. Rust. Greased h3!! out of it on re-assembly!
 
Thanks for the replies. Guess I'll leave it alone for now.. My tractor has the added benefit of a "Q" cab which makes working on such a thing even a greater pleasure.

A good dose of WD 40 did the trick on my 3600. Didn't have to pull it apart. Sprayed it on the shaft and it freed up. Maybe I'm just lucky.
