I drove the tractor around some on Saturday and everything seems good inside. Gears quiet, clutch and brakes are good.
The pto works perfect. Starts good, stops good.
Will eat up a 2x6 if you wedge it to stop it.
I was pretty sure this top cover had been off before - judging by the paint on the bolts.
Now I'm certain it was.
1700 psi is pretty sickly for a new pump.
I ordered a new gasket for it today and will pull the top cover soon.
I wonder if a tube inside was loosened and not retightened.
I'm certain the pump has never been opened.
I'm wondering if there's something obvious I should look for.
Any thing you guys recommend?

I have the lift working now.
Believe it or not when I pulled the lift cover I found the lift cylinder was not attached to the cover. The 4 bolts on top were in their holes but the whole cylinder was just laying in there. LOL
Someone has had the pto valve out and didn't tighten the lines to it. I tightened those and looked around inside but did not drain the oil out of it.
But it's still only making 1700 psi of pressure.
I am going to take the cover off again and hook a hose up so it runs the oil back down into the sump.
Look for swirls in the oil to see if something else is loose.
If anyone has any suggestions on why the low pressure I'd like to hear it.
