Wheel loop bolts

I got some new outside rims for my 641. The bolts that hold them to the center section probably haven't been changed since the 50s and are pretty rusted. I was thinking about replacing the bolts when I change the rims. Tractor supply wants $5 each for the replacement bolts. Grade 5 bolts are about the same at the local hardware store, but grade 2 are only $2. I'm pretty sure that the old IH tractors used grade 2 on their rims. Would grade 2 be appropriate for these rims?
 
OEM style fine thread carriage bolts are available from Dennis Carpenter (perhaps Steiners as well) but I cannot remember the cost.

I would just clean them up with the wire wheel,
chase the threads with a die and give them a coat
of antiseize.
