For the next guy:
Take the rubber o-ring in the lift cover kit. Use it to compress the steel o ring on the unloading valve. At first it doesn't look like it compresses it enough, As you slide the valve in the sidewalls squeeze the rubber oring a little and that squeezes the steel one and bob's your uncle. A little tap and it pops free as the unloading valve slides into place.
