9600 fuel system issues

Friend has a '76 model 9600 w/3774 hours that suddenly wouldn't start after 3 week sit after mowing 20 acres flawlessly. After replacing battery,(under warranty)new battery still no go, found crud in fuel filters-mud/rust. Cleaned tank, flushed lines, removed/replaced transfer pump and fuel spilled out from cavity where actuator rides cam. ?-1. Is fuel spilling from this cavity ok? There was a thin layer of sediment on the floor of this cavity. The tractor is 200 miles away. We want to have our ducks lined up when we return to replace bad tank outlet fitting and re-prime system. Thx for any help you can offer.
 

Plugged up lines, filters, and lift pump are no surprise on a tractor that old that probably sat for some time. The days work probably loosened a lot of crud in the bottom and rust from the walls of the tank. I have had a lot of mud in the lift pump. After it builds up to a point it will interfere with the valves in the pump. The cam box where the pump mounts is supposed to have the same oil in it as the crankcase. It will slowly be diluted with fuel, and is supposed to be changed at every oil change. So, finding fuel in there is not a big issue.
