1967 Ford 2000 3 cyl diesel coolant bypass ?

On the front of the engine close to the the thermostat housing there is a pipe plug. Is it a bypass or this port flow is controlled by the thermostat.

Wd like to know if a circulator tank heater may be connected there and to a drain plug on the block will allow circulation in the engine ?

Sounds like where the sensor for the temperature gauge is supposed to go. Post a picture and we can tell you for sure.
 
I'm thinking you have a diesel as the gas thermostat is in the intake manifold.
I'm also thinking the pipe plug you are referring to is maybe the temperature sender? About 7/16" or 1/2" hex head?
That's an itty bitty 1/8" pipe thread so you wont get much flow/circulation there.
If it's a diesel, have a look on your intake manifold - just below the rearmost 2 bolts.
There's a pipe plug there.
What I have seen on those early engines with the screw in casting plugs is a tank heater that was plumbed from there to your block drain hole which is just in front of the starter.
I think both plugs are 1/4" NPT which would give you a better flow.
Otherwise an inline heater in the lower hose is an option too.
