641, 3pt Arms Will Not Raise

Working on a 641, the 3 pt arms will not raise. The hydraulic pump is working because I have pressure to the remote valve. I looked in the filler hole, did not see any oil flowing or splashing anywhere. I'm going to take the lift cover off, so what should I be looking for? I plowed with it this spring and it worked just fine.
 

I've been having 3 pt troubles on my 841 and some research I did pointed to air in the system (not my problem, though). Look up bleeding the pump...simple process but I forgot the steps.

ardon me for being a skeptic, but which of these two pictures did the stuck valve look more like?

K, thanks. That is as you first said, the unloader valve and makes more sense than back pressure. BP could have such a failure mode as to cause such but not very likely. Just interested for adding to gray matter storehouse. :)
