66 ford 4000 power steering issue (3 cylinder)

i inherited my grandfathers tractor a few years ago and i am trying to fix the power steering. it had a bad leak out the end of the ram for a long time (single cylinder left side). i think i have the leak fixed but now it doesn't work. pump output flow and pressure seem to be good with new o-rings in the valve. I have taken it apart 4 times and put it back together with no luck. ram air checks ok but it seems to me the spool doesn't move far enough to operate it. any ideas?
 
Did you follow the procedures when putting everything back together, including calculating and installing the proper thickness of shims?
 
this one did not have a shim in it when we took it apart..it worked without it...under no load it will try to move
 
Manual doesn't mention the possibility of no shims. Procedure in the manual says to shim it until there's a gap, and then measure the gap and remove enough shims to equal the width of the gap plus 0.008-0.010 inches.

Were any of the stud balls or ball cups worn? Might need to replace them. Also, was the inside of the control valve housing scored at all? Might be leaking around the new o-rings.
 
ill look into that when i get it home...how about the ball cup on the cylinder side? if that hangs up some will that cause this issue? my thinking it would work one way not the other
 
well the power steering works but needs some fine tuning. now my problem is my pump is leaking into the crankcase. can these be resealed or do i need to find a pump?
