Stumped on a 3000 power steering column

I sold this complete steering to a guy and am putting new seals, etc in the column for him.
After reassembling it I can not seem to get the steering shaft to raise and lower aout 3/32" as is normal. It also seems like I have to tighten the nut way too much in order for it to thread on far enough to stake it. It completely flattens the spring washer and I know that is not correct
What the heck am I missing?
I've been into several of these boxes and never had this problem.
 
I think I figured it out.
I was working on it on the bench.
I had to set the column on the tractor and reconnect one steering arm and tie rod in order to give the sector shafts enough resistance to move the steering shaft up and down.
Cool.
 
I was just thinking that if you were having trouble on a 3000 PS problem - we are all in big trouble. :shock: I am amazed at the engineering that must have gone in to designing this system.
