Ford 3000 3cyl gas issues

So helping a friend get a 3000 3cyl gas running. Been sitting for about 6 years but ran great when parked in shed. Waterpump is stuck. I will try to hammer on it and turn it to see if it will free up. Can not get spark or fuel. I understand all the basic troubleshooting for this but my question is does this tractor have some sort of oil pressure interlock device that does not turn on fuel pump or spark if oil pressure is not presence? Drain all fuel out or carb and lines but fuel will not go past pump.
 
There was no oil pressure interlock on that tractor when it left the factory. The in=gnition circuit should be hot whenever the key switch is in the run or start position and it has a purely mechanical diaphragm fuel pump that runs off of a plunger dowel that moves up and down as the engine turns. There is a filter screen inside the top of the pump housing itself, and it is possible that the screen is clogged or the rubber diaphragm is ruptured. You can run the engine off of a gravity fed fuel tank from a lawn mower or other small engine for testing purposes to bypass the tractor's fuel delivery system altogether.

You need to get the spark problem worked out before you start worrying about the fuel delivery. With the key in the run position and the points open, check these in this order:

1. Do you have power to the coil?
2. Do you have power to the points?
3. Do you get spark at the points when you open and close them manually?
4. Disconnect the high tension wire from the coil to the distributor cap at the distributor end and set it near a good clean ground point and open and close the points manually. Do you get a good strong blue-white spark to ground from the end of the wire that will jump at least a 1/4" gap?
