4000 Hydraulic Question

It looks like you've plumbed the gauge into a remote port with no other path for the fluid. Opening the valve with it hooked up that way should dead head the pump so you should get maximum pressure, as exhibited by it jumping to 1500 psi.

1500 psi is a bit low. It should really be up around 2200 psi, but 1500 psi should work for most loads up to at least 75% of the rated lift capacity.

I can't see from that video whether you're just returning the handle to center or if you're letting it bounce past the center position a bit. That little bit of fluid in the fitting between the valve and the gauge will dissipate quickly even if it just goes past the center position for just an instant. A better test for whether the remote valve can hold pressure would be to hook up a cylinder to it with a tee in the line for the gauge and actually lift some weight with it.
