There are many threads in the archives on this site that say to get it started in high gear and drive it around with the clutch pedal down Brake hard intermittently until the clutch frees up.
 
Remove the starter and witha bent platstic applicator straw, spray the flywheel/clutch with brake cleaner. Spray a bit, roll the tractor forward in gear, with spark plugs out, until you have sprayed around the complete circumference. This has released a couple of really stubborn ones for me.
 
Do as Juicy says plus block the pedal down. As for driving it if you can hook a plow or other such thing to it so as to make it work hard that helps free one up when you drive it
 
block clutch a day.

leave blocked.

put in 4th gear. lock brakes.

ignition off and gas of, use a tool to jumper lil start screw connector on side of safety thumb switch to chassis and just bump it. be sititng in chair so you don't get rund over. just keep bumping it, one lil rev at a time. generally after 10 bumps or so all but the most stubborn ones let gon.

if not. i'd pull the starter and hose down with some penetrant and maybee see if you can get a tool on anything to coax a bit with.

if you do get it free after that. go back in with a can of brake cleaner
 
Hook up a bush hog to tractor. Swing one of the bush hog blades back so when you engage the pto the bush hog will be unbalanced. I did this accidently one time just prior to a split and the vibration from the mower broke the clutch free. Be careful.
