What's up with governor on NAA ?

I have a NAA that I have had for probably 15 years, use it for for general farm work. All of a
sudden, today, it seems the governor has started to increase and decrease the engine RPM's on
an ongoing, continual basis - at idle, under load (bush-hoging) and running but not under load.
RPM's increase / decrease by several hundred. I can watch the rod connection between the
governor and carburetor move back and forth. What's going on? What should I check?

easy stuff first.

restriction in the carb/fuel circuit causing a lean condition
or
restriction in the air path causing a too rich condition.

Governor is doing its job, trying to compensate/fix the condition
