1970 3000 PTO won't stop with clutch pedal

Co worker's 1970 3000. His PTO will not stop spinning when he pushes in the clutch. This is not a clutch pedal linkage thing- there aren't 2 positions to put a clevis pin on this year tractor. Can the clutch for the PTO get stuck to the flywheel? He could block his clutch down and put a heavy load on the PTO to try to free it up. What else could cause this problem?
 
If it has live PTO yes the clutch disk for the PTO can in fact stick to the flywheel and cause that problem
 
Excessive clutch pedal free play can cause the problem as it won't have enough travel if there is too much free play. A worn transmission drive clutch can cause i as well as worn or broken linkage on the pressure plate.

This brings up a good question...

Some have provisions to move the linkage so the PTO clutch does not operate some don't... Why,,, if you are not loading the PTO what difference does it make...

My bet is if its seen allot of PTO work the PTO clutch/clutch assy is worn out it can not release...
 
My Branson is made in Korea and apparently they do a lot of rice work requiring the tractor to be up to it's ears in water. Lot of water protection. The tractor has a selector switch for Live or Independent PTO.

One thing it has is a little hook up on the firewall whose purpose is to hook onto the clutch pedal, keeping it depressed, and keep tension off the clutch disc. when in storage. One would think that you don't want the clutch springs compressed for a long period, rather let them loose in their somewhat relaxed position. But I guess a sticking clutch disc apparently can be a bigger problem.
