Jubilee throttle issue

The problem i am having is this, while the engine is running if i pull the throttle lever down to increase speed and let go it pulls itself back to a lower speed, if i shut the engine off and pull the throttle lever back it stays in whatever position i leave it in. Another problem is when i put it in gear the engine wants to stall even if i am giving it alot of gas. The carb I have is a Zenith, could it be in need of a rebuid?
 
could your carb need a rebuild? dunno? maybee.. maybee not. you havn't done any / enough troubleshooting to tell us this yet.

stalling trying to let clutch out in gear?

could be you are super lean.. could be you are running on 2 cylinders. You need to check spark, see if pulling 1 spark plug wire and then replacing it, and going down the line.. see what that does. if you hit a plug that makes little or no difference to engine sound, that jug is not fireing... resolve that then next check see what you are doing for fuel flow, and if a lil choke helps when letting out the clutch.

for the slipping throttle handle.. that's a mechanical problem. you may be missing the compensation spring, and/or not have the throttle friction disc tight enough.. it is located at the bellcrank on top of the bellhousing.
 
It is stalling when letting out clutch in gear, I will check spark plugs to see if all are firing, if it is lean where is the adjustment on carb, there is a spring located close to the alternator on the rod that connects to the carberator is this the compensation spring?
You mentioned a throttle friction disk on the bell housing, where would that be.
 
re-read my post and pull out your shop manual.

it will be clear the locations and parts i mentioned.
 
The friction washer is the part labeled number 22 in the parts diagram in the link below:

If tightening the nut (part numbered 16) doesn't help, then replace the friction washer. Be sure to pull the cotter pin (part number 17) before you try to turn the nut.
