steering issue Ford 3000

I have just replaced upper seal on steering column' Leak is stopped. Replaced fluid to full. Now the tractor will not steer in either direction.
I am lost.
Any suggestions would be appreciated
 
Power steering or manual?

If it's power steering, did you make sure that you put the lines going to the cylinders back in the same ports that they were in on the steering column before you started? If the lines to one of the cylinders are hooked up backwards then the cylinders are fighting against each other. Easiest way to tell is to disconnect the rod ends of the cylinders from the tractor and move the steering wheel back and forth and watch the cylinders to see which way they move.

You got me half the way there. Swapped lines and wheels turned sharply to right and locked up. Reversed lines again and wheels turned sharply to left and locked up
Turn ignition off and wheels will move as with no power steering.

Not sure what you mean by "swapped lines". Which lines? There's 4 lines going from the steering column to the cylinders, 2 on each side. If one side was wrong and you swapped both sides then the other one becomes wrong, and swapping back gets you back to your original configuration that was wrong on one side to begin with. Do as I said and disconnect the rod ends of both cylinders from the tractor and see which way they move when you turn the wheel, and then you'll be able to figure out where the lines need to go.
