Ford 2600 power steering problem

MY boss sent his Ford 2600 to a Vo-tech to have a new wire harness put on. They did something to the power steering and my friend had to replace #12 on the steering diagram. When my friend pick it up it was leaking around the brass fitting #18 and said he fixed it. When i started using it I notice it was out of power steering fluid so I filled it up it was leaking out of the plug again. I talk to a couple of mechanic and they said that it was probably the relief value stuck open and the easiest way to fix it was to just replace the power steering pump because the relief value is hard to rebuild. So I did. When I had finished replacing the pump I tried it out and it is still leaking out of the plug. So could my friend somehow have put #12 on wrong? I would prefer to find out before I take the steering completely apart.

You need to find a new mechanic.
Your problem is the lower seal - #14 in the diagram has gone bad.
Replace the upper seal while you are at it - #35 or you'll be right back in there.
You need a manual for that tractor - like an I&T FO-41 to reassemble it and get the nut - #21 properly tightened against the spring washer - #20.
And read how to 'stake' the nut.
It is not a hard job to do. Pay VERY close attention when you remove the valve assembly - #23 so the springs, plungers and balls don't drop out the bottom and fall on your shoes.
