Yes, head bolt torque is 105-115#, in three steps (50-60#, then 80-90#, then 105-115#). Rod bolt torque is 60-65#.
The gears in the balancer are timed to each other. Timing marks must line up. On the opposite side as those timing marks, there is another timing mark on the gear that is driven off the crankshaft gear. That mark must line up with the one on the crankshaft gear.
