Bolt Torque

In the process of putting my Ku**** engine and front axle housing back in. While checking the torque specs on 7/16"x20 grade 8 plated bolts I noticed there are different values on different charts using the dry values. I'm going with 75# to be on the safe side.
Any idea as to why this is?
 
If so, that info doesn't show show up on the charts.
I'm not sure what material they are screwing into yet, these are holes that were stripped and are being repaired. When I pick it up Monday I'll be able to find out how they repaired them.
I'm also seeing most believe it's better to reassemble going dry, not lubed.
