Ford 4000 - 3pt Hitch Works Only at High RPM

The title pretty much says it all, although one other symptom is that it does seem weak. My tractor is a 1963 Ford 4000 diesel It will lift a box blade, and a rotary cutter (maybe not as high as I'd like), and will barely lift set of discs off the ground. So far, I have not done anything other than change the fluid and flush it to ensure there is no water in there. Now, the fluid looks good, but still having the same problem. I have a shop manual, but nothing in there deals with this issue. Thanks.
 
Does the pump chatter at all when you lift?
If the pump is not chattering and you are confident you have bled it correctly then my next step would be to hook a pressure gauge into the system and see what that is reading.
 

First I would confirm you have enough fluid in the system by pulling the level plug. If so I would put in new seals to see if that helps. It should but I'm not sure how you would know without replacing them to verify.
 
Also once you lift up a implement at high rpm then what happens when you go to idle speed or shut off engine with lift up?

1963 4000 should be a 4 cylinder and have a dipstick for the hydraulics, not a level check plug.
 

Before removing the cover you can remove the round plate where the dipstick is, and with it running you should be able to see the leak.
 
Will try all these things and report back. I believe that once it is up at high rpm it will come back down at off or low rpm but very very slowly. Will have to check that though.

If it does it's definitely a leak

You shouldn't need either it is probably twenty times more likely that the pump is OK and you just have a bad leak inside the rear housing.

We are not mind readers and we are not there to see what you see. It's hard for us to help unless you tell us where you saw it leaking.

I assume that you pulled the round plate on the left side and looked inside while it was running and saw a leak. No matter where it's actually leaking in there you're going to need to pull the top cover to fix it, and that's the hardest part. Once you have the top cover off and on the bench you should go through everything in there and replace all of the o-rings and seals, as well as the cam follower pin, and go through the adjustment procedures as well. You don't want to have to pull the top cover again for a good long time.
