can 1/2 inch steering cylinder on 4100 be rebuilt? What is the part number for the cylinder and seal kit ?

If you have original cylinders you can get new rod seals at your CNH dealer but the internals of the cylinder are not rebuildable.
Aftermarket cylinders are available as are rebuild kits for them. Probably Tisco or Sparex will have them.

If it's simply leaking externally, you can purchase a seal kit as mentioned below. If you suspect internal cylinder problems, while they are not designed to be taken apart, most reputable hydraulic cylinder repair shops should be able to cut it open and fix it up. However, I would balance any repair of a cylinder that small with the price of a new one first.
