Ford 9600 engine surge

My 9600 has been surging the rpm's when sitting at an idle. The problem seems to get worse when the engine is revved up. It will bring the rpm's up even higher then back down. I looked for fuel or air leaks but can't find any. Could it be an issue with the governor ?
 
Simms inline pump. Has the oil in the pump been changed as it should? If not try adding oil up to the level plug on the side of the housing. If it has had proper service but high hours the governor weight assembly will need replaced. Over time the steel flat backplate gets divots worn into it by the round rollers, and the rollers get flat spots worn on them too. At certain speeds the rollers are in and out of the worn plate instead of rolling smoothly on a flat surface. There was also a cam bearing change to tapered style instead of ball like most had. Not sure what yours is but if ball type and are bad will cause a surge too.
 
Thanks for the response! I have recently changed the oil in the pump but I fear the tractor didn't have the best care over its life time. Are the governor weights and back plate still available? or am i looking at swapping out the injection pump for a rebuilt?
 
Myself, I'd pull the lift pump off and see if I could pry the camshaft back and forth with a couple of screwdrivers. Any noticeable movement = bad bearings.
 
I noticed my 9600 was doing that this year. It ended up being my throttle adjustment. A plate was wore in part of the linkage causing my throttle to move up and down as I bounced through the field. I explained it as a surging sound as well. I replaced that disk and I dont believe ive had a problem since.
