Ford 4000 4 cyl. gas engine speed control

How is the clamping apparatus on the throttle rod to the governor supposed to control the high speed of the engine. Is that clamp supposed to come in contact with something to prevent one from advancing the throttle any further? I'm not seeing how that is supposed to work.

You should be able to make one easily. If I remember right it bolts to the side of the cylinder head. I am not near my tractor right now or I would attach a photo. -Will

Just to clarify a little, it is held by a manifold bolt and is kept from moving by a pin that just sticks into a hole just below that bolt. The pin doesn't thread into the hole.
